SAPL: a French specialist with European ambition
From its Normandy manufacturing base, SAPL combines a century of technical expertise with growing production capacity, established government relationships and the international reach of the Chiappa Group.

From Normandy to Europe
SAPL Professionnel is a French manufacturer specialising in law-enforcement equipment, less-lethal systems, ammunition and shooting accessories. Its business is built around two complementary markets: professional solutions for police forces, armed forces and public institutions, and specialist products for civilian, hunting and sport-shooting customers.
The company develops and manufactures in Normandy while serving a growing B2B network across the European market, alongside its wider international activity. Since its acquisition by the Chiappa Group in November 2024, SAPL has gained additional industrial resources and commercial reach while retaining its French production base, technical identity and specialist expertise.
Trusted where performance matters
Riot-control shields are one of the clearest expressions of SAPL’s institutional expertise. Its range covers different protection levels and operational configurations, from standard equipment to premium solutions developed for police, gendarmerie, armed forces and specialised units. SAPL has supplied French public institutions for decades, building its reputation on durability, ergonomics and the ability to meet demanding procurement specifications.
SAPL’s credibility is also reflected in its long-term relationships with French institutions. The company is currently engaged in a seven-year tender contract with the French armed forces for the supply of shields used in operational deployments abroad and within France as part of the anti-terrorism mission “Sentinelle”.
That experience is complemented by recent contract awards. SAPL secured a three-year contract worth approximately €15 million to supply riot-control shields to the French Ministry of the Interior, including equipment intended for the Police and Gendarmerie. According to information supplied by the company, July 2026 brought another major result: a new four-year, €1.5 million tender from the French Ministry of Justice. These contracts demonstrate not only product quality, but also the production reliability, delivery capacity and continuity of supply required of a long-term government partner.
Scaling up ammunition
Ammunition is another central pillar of SAPL’s business. The Gomm-Cogne® portfolio includes single-projectile and multiple-projectile rubber loads, precision and reduced-impact configurations, blanks, training cartridges and specialised professional ammunition. The range serves both authorised civilian applications and the operational requirements of law-enforcement, military and institutional customers.
SAPL also produces the GC27 and GC54 dedicated launchers, providing single- and double-shot platforms designed around its 12-50 SAPL® ammunition. Ammunition and launchers therefore form a complete less-lethal system rather than two separate product categories.
This activity is now moving to a substantially larger industrial scale. SAPL has installed a new automated ammunition-production system at its Normandy facility, supported by improved production control and traceability. The investment is designed to increase ammunition-manufacturing capacity by more than twenty times, enabling the company to support larger government contracts, growing export demand and higher-volume B2B customers.
High-end technology, accessible positioning
SAPL’s civilian and professional know-how is particularly visible in its sound-moderator range. Products such as Adamantium® apply advanced materials and lightweight construction to systems developed for hunting, sport shooting and professional use.
The company’s innovation also extends to optical and precision equipment. SAPL has developed a high-precision red dot sight in collaboration with and for the GIGN, one of the world’s most recognised elite intervention units, following operational requirements identified during the New Caledonia unrest events in May 2024.
The new SL50 extends this approach through a modular, multi-calibre design suitable for firearms up to .30 calibre. Interchangeable thread adapters and different modules allow the same base system to be configured for several firearms, while its dismantlable monobloc construction simplifies maintenance. More importantly from a commercial perspective, the SL50 has been developed to offer high-level engineering, versatility and performance at an accessible price point, bringing advanced technology to a broader segment of the market rather than limiting it to premium-priced products.
Four generations of applied innovation
SAPL’s history began in 1924, when Bernard Lefebvre opened a gunsmithing workshop in Évreux, Normandy. His son Jean Lefebvre combined traditional craftsmanship with technical research, developing Carplast® in 1951: an innovative plastic cartridge case created as a more resistant alternative to the cardboard cases widely used at the time.
During the late 1970s, Jean-Pascal Lefebvre began working on controlled-impact projectiles and less-lethal systems. This research led to the creation of Gomm-Cogne® and, in 1983, to the establishment of the Société d’Application des Procédés Lefebvre. The company subsequently expanded into shields, specialised ammunition, launchers and sound-moderation technology. Since 2016, SAPL has been led by Emilie Lefebvre, the fourth generation of the family and the first woman to head the company.
A heritage built to move forward
SAPL’s value lies in the combination of assets that are rarely found within a single specialist manufacturer: French production, proprietary products, government experience, industrial flexibility and direct access to European B2B markets.
Backed by the Chiappa Group, strengthened by major public contracts and equipped with substantially greater ammunition-production capacity, SAPL is entering a new phase of development. Its century-old heritage remains important, but it is now serving a clear industrial purpose: supporting innovation, scalable production and further growth across Europe and international markets.
